2026 Enforcement Update
The NYC DOB has intensified site sweeps in 2026. Working on a supported scaffold without a valid SCA-211 card can result in immediate removal from the site, a Class 1 Violation, and a $5,000 fine for your employer. Under Local Law 52 and Chapter 33, there are no exceptions based on trade or experience level.

Yes. Under Local Law 52, if your work requires you to stand on a supported scaffold at any height in NYC, you must have the 4-hour SCA-211 scaffold user certificate — regardless of your trade or years of experience.
A supported scaffold is built from the ground up (frame and pipe scaffolds). A suspended scaffold is hung from the roof (window washing rigs). This course (SCA-211) covers Supported Scaffolds specifically.
